Following the Plantation Raids of 151, the New Earth Council promptly imposed a "Red Line" between the two states: Shelter and New Heaven. They had no real way of getting out of this situation and found that they were mostly acting against the interests of Shelter - a situation that resulted in the Touchdown Troubles (180 to 204) as the residents of Shelter started to agitate to get rid of the occupiers.
The provocations continued until the combined forces of New Heaven, Touchdown descended upon Shelter over a period of 9-Days (the 9-Day War) and imprisoned the leadership of the countries military, police and paramilitary forces. The Kippe Incident of 204, however, so embarrassed the occupiers that they were forced to withdraw their forces that year, releasing their prisoners as they did so.
