A period within the Red-Line Occupation (from 180 to 204) when there was a terrorist campaign by the Citizens of Shelter against the occupying forces of the New Earth Council - mainly the forces from Touchdown. There were several bombings in Touchdown City as well as in various places in Shelter.
This was also known as the Terra Campaign because the presiding Governor of Touchdown when it started was Amyy Terra. One immediate outcome of the attacks was the collapse of Amyy Terra's cabinet, which was seen as having offered false promises that the situation in Shelter was improving.
A major anti-terror campaign, the 9-Day War was the occupiers decapitate the military forces of Citizens of Shelter, but this didn't really work, and the miss-treatment of these prisoners revealed in the Kippe Incident eventually forced an end to the occupation.
