Description (Specifications)
The Gathering of Kirgia is an interstellar, multi-system government located primarily in Gh!hken Sector.
Goals
Primarily organized for trade and self-defense, the Gathering is generally peaceful but observant. The Gathering maintains a modest space navy, concerned largely with customs enforcement, though some self-defense and anti-piracy operations are conducted. The Gathering exists at the pleasure of The Two Thousand Worlds as a bulwark against outside influences and the incursions of g'naak. Seen as a long-term experiment in mixing with Humaniti by the K'kree, the Gathering is now in its third millennium.

History & Background (Dossier)
The Gathering of Kirgia is a hybrid state dominated by Vilani and K'kree, with the K'kree holding most of the powers of statehood, while a formidable layer of Vilani functionaries take care of much of the day to day control. Formed out of necessity by a wave of Vilani expatriates during the slow decline of the Rule of Man, the Gathering is an ongoing experiment by certain elements of the K'kree. This open secret is usually subject to official denials followed by quiet confirmation, at least if you ask the human inhabitants.

Significant populations of the following sophont races reside within this polity:
The majority of the population here is Human of mostly Vilani descent, with some Solomani influences. The K'kree are a large minority, but also hold most of the positions of highest power. Some of the traditional K'kree servant races fill out the population. Humaniti is the majority on most worlds, as the K'kree choose to concentrate their populace on a few well-suited worlds, but there are K'kree present in every system.

Government & Politics (Leadership)
The Gathering of Kirgia government is organized along lines quite similar to The Two Thousand Worlds, though this structure mixes a dominant minority of K'kree with a majority populace of mixed Humaniti of mostly Vilani extraction.
- The mixture of a strong traditional K'kree feudal system and the tendency of the Vilani toward stolid bureaucracy makes the governance of the Gathering appear oppressive to outside observers.

Military & Intelligence
There are two parallel Gathering-wide militaries in place here.
- The K'kree of the Gathering maintain a K'kree-only military organization specialized around suppression of dissent and outbreaks of g'naak behavior. This organization mirrors that found in the Two Thousand Worlds and operates in all theaters.
- The Humaniti armed forces of the Gathering are focused on local concerns, and operate under the watchful eyes of K'kree superior officers.
Ground Forces
- In systems where the K'kree choose to concentrate, traditional values hold, and only the professional armed caste is allowed weaponry of any sort.
- Systems dominated by Humaniti will usually follow the K'kree structure, but frequently have a higher incidence of "career" Warriors than the K'kree normally maintain.

- The Two Thousand Worlds quietly maintains several operational extermination fleets in Gathering space. They are engaged most of the time in suppressing smuggling as a public display, but also serve as a check on internal deviance toward g'naak behavior. The local K'kree of the Gathering limit their Naval construction to much the same mission, never challenging the oversight of the Two Thousand Worlds.
- The Gathering Navy is focused on customs enforcement both internal and external, and has only a relative handful of capital hulls for serious border protection.
