The most powerful Hiver nests of Nelyo are rather domineering, apparently engaged in long-term experiments or Manipulations involving social and political hegemony, which is somewhat alien to their people. As such, they have assumed control over not only less-influential nests on Nelyo but this world also (alongside several others).
