The Pumiai of Surgian are a Minor Non-Human Race native to Astron Sector.

Description (Specifications)[edit]

The Pumiai are flying omnivores adapted to dry conditions.

They are lightly-built, with a broadly humanoid appearance, and are fast and agile. They have a narrow streamlined head containing the brain and primary sensory organs and mounting a short beak-like structure, attached to a rounded muscular torso by a distinct neck. Two short flexible upper limbs mount hand-like manipulators, two long limbs emerging at the shoulders support leathery wings that join to the base of the tail, long slender lower legs end in claws, and a long balancing tail that mounts an upright leathery sail. They are covered in a layer of downy pale-colored fur.

Their body structure is: Bilateral HBS-T-AW-LN-T Cartilage structure, blood fluids, leathery skin.

The average Pumiai weighs only 40 kg but stands over 2 meters tall.

Pumiai are excellent gliders but can only managed limited powered flight, and only when the wind and the thermals are right.

Pumiai are fractious, tribal, and warlike, but intensely loyal to their family and their chosen cause.

Surgian has a Balkanized Government. There is no central world government. The world has several governments competing for control of the world. These may be allies, cooperating, competitors, or at war with each other.

Local Law[edit]

Surgian has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A world with this law level may be an Amber Zone or a Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. Travel documents are frequently checked. There is no legal concept of privacy (save for those who can claim necessity for official government business). The police are free to inspect anyone and anything at any time.
