Kitl is a ring of many small worldlets (planetoids AKA an "asteroid belt"), not capable of retaining an atmosphere or water, and nonindustrial in nature.

• These worldlets warrant hazardous environment precautions.
• Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
• The worldlets require extensive imports of outside technology to maintain a modern, star-faring society. Having to import most manufactured and high tech goods drives the price up for these items at this world.
• It is a member of the Zhodani Consulate in Pia Subsector of Far Frontiers Sector in the Province of Iadr Nsobl.

• This world has a Zhodani Relay Station, which resembles an Imperial X-boat station.

Kitl is an Asterioid Belt or Planetoid Belt consisting of a few very large objects with diameters of hundreds of kilometers, thousands of bodies of a few kilometers in diameter, and millions of smaller objects. Asteroid Belt is used when the belt is the mainworld of a system. Planetoid Belt refers to any non-mainworld belt within a system.

Mainworld Atmosphere (A)

Kitl is an Asteroid Belt, where all the bodies are in vacuum conditions requiring the use of a Vacc Suit. TL–8 or more advanced survival gear is required to settle a belt.

Mainworld Hydrosphere (H)

The Kitl belt contains a few icy bodies. A few belt objects have frozen volatiles on their surfaces.

• Wilderness refueling is possible within the belt, provided a suitable icy object can be found.
• Water for the inhabitants is generally imported and is extensively recycled.

World Starport (St)

Kitl has a Class E Starport, a frontier quality installation with few expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of a downport.

• The world is host to a Zhodani Relay Station.

Kitl has a population of 30,000 sophonts (tens of thousands).

• This is a Nonindustrial World, too small to support the complete chain of production of most goods from start to finish.

Kitl is governed by a Feudal Technocracy. Society divides itself based on the technical requirements of the society. Each of these functions are granted as a fief to an individual or group. Leadership of these fiefs determines the head of the government.

The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.

World Law (L)

Kitl has a low law level. There are few laws, covering only important areas. There may be few or no law enforcement officers, the expectation is citizens will bring law breakers to the attention of the Judicial system. Legal proceedings will be fast, with few people involved. For interactions outside of the framework of the laws, cultural norms dominate. Machine guns, other automatic weapons, portable energy weapons, and other military weapons, body pistols, explosives, and poison gas are typically regulated or prohibited.

Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.

• Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
• Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
• Insane crime is a general heading for most major crimes against property or individuals.
