Driaflzha has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

World Government[edit]

Driaflzha is governed by an Impersonal Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy dictates government policy and its execution. Government leadership is reduced to little more than figureheads and does not select the bureaucracy leadership or its members.

The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.

World Law (L)[edit]

Driaflzha has a high law level with laws covering many areas of interactions of people, corporations, and the government. A few worlds with this law level may be Amber Zones. Any interaction with the judicial system requires an Advocate trained in the local legal system. Law enforcement is present almost everywhere, either as people or via technology. Legal proceedings can take weeks to months to resolve and involve a dozen or more people. All objects specifically manufactured as weapons are typically regulated or prohibited (outside private residences or visiting starships).

Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.

  • Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
  • Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
  • Insane crime is a general heading for most major crimes against property or individuals.
