Athene has 85-95% of its surface covered by liquid water with a few small continents, and a number of islands and archipelagos. Dry land is limited. Wilderness refueling is possible.

There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

Two of its city-states are underwater while the third, Athene Prime, is located on an equatorial island. This is both the world's downport and capital. Most smaller settlements are constructed on islands or the shores of larger land masses.

Specifically, Athene has a complex administrative system based on factionalisation and control of key industries. Workers' organisations in key industries each have representatives on the planetary government and often find themselves at odds.
This world is part of the Megusard Corporate. Megusard Corporate worlds have considerable autonomy, but must submit detailed reports of their activities to the central government. Accountability is high.
World Law (L)[edit]
Athene has a moderate law level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. All firearms, and anything more destructive, are typically regulated or prohibited.
