Government

Athene has a complex administrative system based on factionalisation and control of key industries. Workers' organisations in key industries each have representatives on the planetary government and often find themselves at odds.

Megusard Corporate worlds have considerable autonomy, but must submit detailed reports of their activities to the central government. Accountability is high.

Urbanization

Two of its city-states are underwater while the third, Athene Prime, is located on an equatorial island. This is both the world's downport and capital. Most smaller settlements are constructed on islands or the shores of larger land masses.
