Sahale has a population between 10,000 and 10 million sophonts, lacking the industrial base to be completely self-supporting. It is a member of Third Imperium in the Hebrin Subsector of Empty Quarter Sector and in the Domain of Antares. Sahale, as a member world of the Third Imperium, holds the estate of an Imperial knight, a member of the Imperial Landed Nobility who acts as an Imperial representative to the world.

Astrography and Planetology

This system is part of the Imperial Empty Quarter Main, and is on the edge of the Lesser Rift.

History and Background

The world of Sahale has flourished under the guidance of Imperial House Kaninikasatisi since the Rule of Man. Originally settled by Vilani colonists, a second wave of Solomani settlers of Amerindian descent arrived and intermingled with the original colonists a few centuries later, supplanting the original Vilani culture. With the fall of the Solomani at the collapse of the Rule of Man, the Vilani-based House Kaninikasatisi regained political power on Sahale and has maintained it ever since.

The traditions of the Imperial Household require the worldwide observance of the anniversaries of every former ruler's birthday and death, leading to a situation where the population of Sahale are required to celebrate more days each year than they do not.

World Starport

Sahale has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

Sahale is governed by a Civil Service Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy, and the bureaucracy provides a stabilizing influence. This ruling bureaucracy may be the full government bureaucractic apparatus or a section with limited jurisdiction but considerable influence, like the military.

Relations

Sahale suffers from pirate raids, being a gateway to the Saeghvung-Turley-Exile Run. The Imperial response had been less than adequate, so in the 990s several local sheiks and businessmen began contacting friends throughout the subsector, especially on Hebrin, to start organizing against the Vargr raiders.
