History & Background (Dossier)

All Eslyat are officially members of the Sesshayr faith and most adhere to its basic principles and perform rituals on holy days. The people of Stynshayr, though, follow an older, stricter practice of Sesshayr with daily rituals on both land and water. At any time as many as one fifth of the population is focused on spirituality, spending years as nuns or monks.

The first Eslyat explorers reached Stynshayr in 632. By 675 they had begun mining operations and the construction of the first small habitats. The main thrust of settlement occurred in 903, when the Sarin noble family was granted rights to settle and exploit the system's riches. The Sarin claim descent from Sansdantka, founder of the Sesshayr faith.

World Starport

Stynshayr has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

The Eslyat are split between three subraces:

• Chutin: Sub-race of red-scaled Eslyat. In modern culture, a caste of police, warriors, sports performers and explorers.
• Magsin: Sub-race of green-scaled Eslyat. A working class in modern Eslyat society.
• Selyin: Sub-race of blue-scaled Eslyat, today an upper class of nobility, scholars and merchants.

Eslyat prefer artificial habitats customised to their preferred environmental conditions, in terms of temperature and salinity.

Stynshayr possesses a Technology Level of TL–11 or TL-B in Hexadecimal Notation.

Stynshayr is governed by a Religious Dictatorship. The leadership of the government is another form (democracy, dictatorship, oligarchy). There is a powerful independent organization, the state religion, which has influence or direct control of the government. Like the bureaucratic governments this may simply be a strong influence with a secular government, be direct influence by virtue of controlling who may be in the leadership, or be a direct theocracy where the church leadership and bureaucracy is the government.

World Military

• The Eslyat military consists of personal forces of the ruling family and feudal levies from subservient houses.
• They use elite formations of Eslyat Commandoes to enforce government policies.

World Law (L)

Stynshayr has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).
