The rank of Rear Admiral is one of the senior commissioned flag-officer ranks in the Imperial Navy.
History & Background (Dossier)
Historically, the rank was the third in command of a fleet and the leader of the rearguard elements of the fleet in the line of battle.
Task Forces and Large Task Groups of the Imperial Navy may be commanded by Rear Admirals, as well as Divisions, Squadrons, or Large Task Units if the role or size is such that a Commodore is not felt sufficiently senior. In some cases a Rear Admiral may be given charge of one of the Numbered Fleets in a sector's reserve fleet.
Permanent appointment to this rank attracts the title of Knight[1] or Baronet. i.e. Should there not be any appropriate Noble candidate, the non-Noble will be granted a knighthood as part of the promotion process.
