Book 5 does not have the ranks of Rear Admiral or Vice Admiral, it only has the Fleet, Sector, and Grand admirals. (See p. 6). Same also with MT Players Manual p. 55. The T20 book Grand Fleet p.21 (and reprinted for Sector Fleet) add the ranks of Staff Admiral who is equal in rank to a Sector admiral, but for the different branches of the navy, and Subsector Admiral (between the Sector and Fleet Admirals). There is precedent in both CT (JTAS) TNS-Releases and some of the online discussion on GT:JTAS for the ranks of Rear Admiral and Vice-Admiral as "subranks" of Fleet Admiral. Vice-Admiral is actually mentioned explicitly at least once in CT:JTAS-TNS. The Imperial Navy is large enough (and Imperium-wide) to justify the upper level Flag Ranks. The Fleet Ranks ("Rear-", "Vice-", and "Fleet-") for actual fighting-fleet commands and Admiralty-Staff appointments, and the "Sector-" and "Grand-" Ranks for the political-level appointments. Note also that Agent of the Imperium explicitly notes that there are higher grades of "Admiral" above the highest listed T5 Rank O7 without explicitly naming them.

Note: The Ranks of Rear Admiral and Vice-Admiral are explicitly mentioned in TNS News Briefs for the years: 1106, 1107, 1108, 1109, 1110, 1111. They are all subordinate to Sector Admiral Santanocheev. CT:Book 5 is a rank table for the CharGen mechanic (which was still reasonably setting-generic at the time it was published).
