Kinhe is a water world with 90% or more of its surface covered in an ocean of water. The system has a population between 10,000 and 10 million, lacking the industrial base to be completely self-supporting. It is a member of Third Imperium in the Bolivar Subsector of Dagudashaag Sector and in the Amec Trade Protectorate and the Domain of Vland. Kinhe, as a member world of the Third Imperium, holds the estate of an Imperial knight, a member of the Imperial Nobility charged with overseeing the world. During the Long Night this world was named Asham. The Nahuatl name of the world is Chanticotli.

History and background

Kinhe was settled by the Akan people of Ghana during the Rule of Man. The Bu'Akan live primarily on the tropical atolls that ring the planetary equator and make a living through traditional crafts and fishing the world's ocean. In 377 a colony of Scanians, including 2,000 Aquans, were invited to help colonize the planetary oceans and to work with the Bu'Akan to develop ecologically safe mineral extraction of the ocean beads.

In 604 and 605, Kinhe was severely ravished by opposing naval forces during the initial chaos of the Civil War. The population retaliated by electing to opt out of the Imperium and join the fledgling Amec Trade Protectorate.

Within twenty years of joining the Protectorate, the then small Amec company House of Aymara had managed to buy the entire extraction industry and had elected its own (off-world) government to run the world. One of the government's first acts was to make the planet's religion officially Universalist and to ban any other faith including the Scanian philosophy and the widespread Bu'Akan religion of Nkisi. When the locals decided to ignore the law, the Amec government declared an Inquisition backed by strict penalties for contravening the Worship Laws.

Within the year the native people had rebelled. Amec Marines arrived in force to ensure 'peace'. For the Bu'Akan and the Scanians this meant almost 1.5 million deaths and a dictatorship run by House of Aymara. Since then the governmental structure has degraded into a highly inefficient bureaucracy.

World Starport (St)

Kinhe has a Class E Starport, a frontier quality installation with few expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of a downport.

World Population (P)

Kinhe has a population of 4,000,000 sophonts (millions).

• This is a Nonindustrial World, too small to support the complete chain of production of most goods from start to finish.

Demographics

There are two broad categories of citizen within the Amec Trade Protectorate:

• The Sun-born, which consists of the nobility, their families, courtesans, and Cuaupilli (those who have successfully undertaken the adolescent Test of Worth).
• The Amtlan, which includes the Maceualli ("tribute" or protected ones) who toil on behalf of their lord, and the Pochteca or independent merchants.

The planet's Nahuatl name is Chanticotli.

Although the current Nahuatl designation is not official, it is included in order to assist travellers who may find it beneficial to use this planetary designation while travelling within the Federation. Kinhe possesses a Technology Level of TL–6.

• Common Communication technologies for this TL include: Telephone, radio, and television.
• Common Power Generation technologies for this TL include: Early fission power generation, advanced water and wind generation of electricity.
• Common Transportation technologies for this TL include:
  • Land: Improved automobiles, early ATV's, and dedicated AFV's.
  • Water: Amphibious vehicles, improved submersibles, and early SCUBA gear.
  • Air: Early jet aircraft and rotorcraft VTOL's.
  • Space: Early unmanned rocket delivery systems and early manned orbital rockets.

World Government (G)

Kinhe is governed by a Civil Service Bureaucracy. The leadership of the government is another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy and the bureaucracy provides a stabilizing influence. The bureaucracy may be the full government bureaucracy or a section with limited jurisdiction but considerable influence like the military.

World Law (L)

Kinhe has a moderate law level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. All firearms, and anything more destructive, are typically regulated or prohibited.

• The wise men known as Tlamatinime act as both lawyer (there are no actual lawyers in Amec Protectorate space) and judge.

World Economy

Currency is the Quetzal.

Each planet within the Amec Protectorate must pay the Tlatoani a tribute (originally it was a proper tithe of 10% of overall production but over the years it increased to 12%).

• The local bureaucracy retains 6% while the other 6% is sold under the AzTec label to help maintain the court and pay for the Amec Navy.

Timeline

• Circa 600: The groundwork for the Mexicatl Cultural Revolution is being laid.
• 133-605: Taking advantage of the Civil War, Ixtlilpopoca Sanchez of Eddum declares independence from the Imperium.
• 608: Sanchez controls Kinhe with the support of the locals.
• 615: The Treaty of Chicometli. Ixtlilpopoca Sanchez succeeds in getting the Ducal office to recognize the cultural independence of Kinhe, Eddum, and Shumuu. In return the Amec Protectorate remains officially allied with the Imperium.
• 636: On Kinhe, a new government passes a law declaring all religions other than Universalism illegal. The local people rebel, but are swiftly and ruthlessly dealt with by the Amec military.
  • Religious freedom, one of the basic tenets of the fledgling Amec state, is now forgotten.
