Swanfei Free Worlds
The Swanfei Free Worlds are a collective of nine worlds in Gateway Sector devoted, as one observer put it, to "uninhibited capitalism."
- Anything can be had for a price, and it is widely understood that the association's economy is largely derived from piracy.

The Free Worlds are named for the Swanfeh, a minor human race who make up much of the population.

History & Background (Dossier)[edit]
The Swanfeh migrated from other systems to eventually settle Carlton, some time during the Long Night. They achieved a starfaring culture of some influence, spreading out to control around 30 worlds before gradually losing their technology over a period of centuries. The Swanfeh were isolated on several worlds when other Humans entered Gateway Sector, and either allied with or were conquered by various opportunist newcomer groups. Pirate bands operating in the region found the Swanfeh worlds to be ideal havens. For centuries, Carlton and the surrounding systems were a free port for pirates and smugglers, but in time, the profits of piracy were used to create legitimate business. A true polity emerged, albeit still reflecting its piratical roots.

The Swanfei Free Worlds is a Federation characterized by a low degree of governmental centralization and a weak bureaucracy that gives a high degree of sovereignty (freedom) to local (planetary) governments and sometimes suffers from a poor ability to create unified policy. The Swanfei Free Worlds government is usually classified as an Association, a type of Federation.
Foreign Relations[edit]
Tensions between the Swanfei and High Population Dover are increasing, due to sporadic raids which the Swanfei completely fail to condemn or control. At the same time emissaries from Carlton are quick to protest when a Dover ship fires on a suspect vessel, even in the Dover system.
