Uenkakh is a water world with 90% or more of its surface covered in an ocean of water. The system has a population between 10,000 and 10 million, lacking the industrial base to be completely self-supporting. This world is designated an Amber Zone with an environment, laws, customs, life forms, or other conditions that make it dangerous to visitors. It is a member of Julian Protectorate in the Tsosoe Subsector of Empty Quarter Sector and in the Hegemony of Lorean. 80% of the world's population is the Major Race Vargr.

History and Background[edit]

The interstellar polity of the Kingdom of Uenkakh was founded among the Spark Worlds in 509. The polity's population centre of Reshkhuda was taken by the Blood Union in 645; Uenkakh surrendered and the Kingdom of Uenkakh was dissolved, ending the Nishhingh War.

While this is a Vargr world dominated by the Irilitok, the Suedzuk maintain a substantial presence here. A stable democracy including both groups was long thought to be impossible: only as the planetary government nears its fourth decade of existence are outside observers willing to shift 'impossible' to 'exceeding difficult'. The core agreement that keeps both groups together is "Irilitok money adding to Suedzuk weaponry -- Suedzuk protection of Irilitok wealth." The weak point here is, of course, the possibility of the Suedzuk using their weapons to take Irilitok wealth... but so far, that simply has not happened. Why that hasn't happened (yet) is a deep mystery; the most widespread current hypothesis is that the Suedzuk are using the Irilitok as a political shield against Hegemonio hatred and extermination.

Careful observers note that there is a current of cultural influence, going both ways: the local Irilitok are noticeably more violent and aggressive than most Irilitok, and the Suedzuk are definitely more co-operative and patient than the typical Blood Vargr. There are even those that claim a new subset of Irilitok, the Hegemonic Vargr -- this would replace the old notion of "Hegemonic Vargr", a race in fact indistinguishable from other Irilitok (as both Arzul and Asimikigir populations were altered by men to be a pro-human slave race, they share the same DNA modifications and racial traits).

World Starport (St)[edit]

Uenkakh has a Class C Starport, an average quality installation which features amenities including unrefined fuel for starships, some brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing maintenance and other kinds of repair. Ports of this classification generally have only a downport, unless this is a trade port or system with an hostile environment mainworld.

World Government (G)[edit]

Uenkakh is governed by an Impersonal Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy dictates government policy and its execution. Government leadership is reduced to little more than figureheads and does not select the bureaucracy leadership or its members.

World Law (L)[edit]

Uenkakh has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A world with this law level may be an Amber Zone or a Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. On worlds with this degree of law, it is difficult to distinguish the police from the military. On others, there is no difference.

World Timeline[edit]

These are some of the more important historical events that have affected this world and the surrounding region:

  • 509: The Kingdom of Uenkakh is founded as an interstellar nation.
  • 645: As part of the Nishhingh War, the Kingdom's population centre of Reshkhuda is taken by the Blood Union; Uenkakh surrenders and the Kingdom of Uenkakh is dissolved.
  • 814: The Third Imperium and the Arzula authorities forge a trading agreement, leading to the creation of the Deep Space Stations of the Saeghvung-Turley-Exile Run, crossing the Lesser Rift in Empty Quarter Sector.
  • 822-835: Much of Arzul Sector is conquered by the Arzula.
    • 835-860s: The Blighted War drains the Arzula's nascent Hegemony as it tries to conquer five subsectors.
  • 864: The modern Hegemony of Lorean is founded, starting out as a 'trade and aid' group of interstellar traders centred on a cluster of high-population systems dominating Mycocona Subsector.
    • The great success of this trade coalition leads to a sharp rise of economic and then military power.
  • 869-870: The repressive methods of the Hegemony, and the refusal of local resistance to buckle, leads to the Era of Horror in parts of coreward Empty Quarter Sector, as the Hegemony responds with undue cruelty against its enemies.
  • 872: The worlds of Kotsfa Subsector secede from the Hegemony, defying efforts to stop them.
    • Further disintegration is only prevented with the suicide of the Hegemon and radical economic reforms introduced by his successor.
  • 933-936: The defection of the Damlaer Union from the Julian Protectorate to the Hegemony leads to the Lorean Strikes. Failed military action leads to a major political crisis within the Protectorate.
  • 940: As part of this political upheaval, the government of the Ikonaz Sphere collapses, replaced by the Rukadukaz Republic.
  • 942: The Protectorate and the Hegemony formally sign the Treaty of Var-Inaka (restricting naval basing) and the Julian Concord, incorporating the Hegemony into the Julian Protectorate.
