Uegukell Vakfez has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.
- Vargr starports reflect the variety of Vargr architecture, with many disparate styles of building, each having their own unique ornamentation and gaudy colour scheme, and all competing for the attention of the onlooker. Emblems for the major shipping lines and port facilities abound.

Vargr settlements are lively and chaotic, full of garish colours and loud noises. Streets are packed and buildings press together. Vehicle traffic is fast and chaotic; the accident rate is low only because of superior Vargr reflexes. Zoning codes are rare, and districts jumble together.

Uegukell Vakfez is governed by a Charismatic Dictatorship. Charismatic governments justify their ability to rule by simply asserting their right to rule. Charismatic dictatorships are typically young governments, coming as a recent change, and rely on the leader(s) to supply head of government.
- Corruption is common in the Worlds of Leader Rukh; bribes are made to officials to avoid certain taxes, and charismatic individuals can talk their way out of most potential problems and fees.
- To reduce any dissident movements within the military, soldiers are paid and treated well.

Uegukell Vakfez has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A world with this law level may be an Amber Zone or a Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. On worlds with this degree of law, it is difficult to distinguish the police from the military. On others, there is no difference.

- 1058: Founding of the Worlds of Leader Rukh, a new polity ruled by the eponymous Vargr.
- 1069: Several governments unite to form the Gnoerrgh Rukh Lloell (Anti-Rukh Coalition). The leaders of these six worlds in Spurl Subsector have no desire to become part of Rukh's empire; with Rukh's fleet spread over four subsectors the combined forces of the Coalition are able to defend their territories and maintain their independence from Rukh’s influence.
