Pu Chou is a Meso World between 12,000km and 13,500km in diameter. The world has a standard gravity between 0.8G and 1.1G. The horizon will appear about 5.1km away. Vessels with 1G of thrust should check with local starport authorities before attempting to land using emergency power.
Mainworld Atmosphere (A)[edit]
Pu Chou has a pressure of 1.50 to 2.49 atmospheres. While a Dense Atmosphere requires no survival gear this atmosphere also contains an unusual taint such as disease, a hazardous gas mix, pollutants, or sulfur compounds which requires the use of a Filter Mask. Some taints may require more protective equipment. TL–3 or more advanced survival gear is required to settle this world.

Pu Chou has 55-65% of its surface covered by liquid water. It has significant large liquid bodies. Wilderness refueling is possible.
History & Background (Dossier)[edit]
The Mercantile Concord often has no recognised capital, and disputes between members are generally mediated by whatever third party seems best suited. As of 1105, however, Pu Chou has achieved a kind of dominance -- in part due to its high population -- and is generally recognised as the capital.
In order to unite disparate elements among the original settlers, a deliberate attempt was made by the Pu Chou colony founders to establish a revival of the 'Golden Age of Chinese Culture'. Though primarily settled by Humaniti of Solomani ancestry, a significant minority of the population is composed of resident alien members of Minor Races. Philosophy is directed towards constructive cooperation with a conservative respect for tradition. Trade is encouraged and a high degree of interest is maintained in technical progress.

Pu Chou has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

World Government (G)[edit]
Pu Chou is governed by a Charismatic Oligarchy, like a charismatic dictatorship in that a larger group has asserted their right to rule. The group will likely have better rules of succession than a single dictator and may last longer, or may transition to a non-charismatic dictatorship.
Each Mercantile Concord member system forms a political faction. Alliances between member systems occur and dissolve regularly as the political and economic fortunes of each change. While member systems will quickly unite against an external threat, internally they are prone to intrigue, disunity, even warfare.
World Military[edit]
The various worlds, corporations and shipping lines of the Concord have their own security, military and naval forces. The only collective military force of note is the Jastrin Mercenary Corporation, based at Pu Chou, which provides ground forces, planetary defenses, and even naval squadrons to the Concord.
World Law (L)[edit]
Pu Chou has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A world with this law level may be an Amber Zone or a Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. Travel documents are frequently checked. There is no legal concept of privacy (save for those who can claim necessity for official government business). The police are free to inspect anyone and anything at any time.
