Pie'a is a non-agricultural and nonindustrial vacuum world, which warrants hazardous environment precautions.

  • Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
  • It requires extensive imports of outside technology to maintain a modern, star-faring society.
  • It is unable to produce quality foodstuffs and must import them.
  • It has few prospects for economic development.
  • It is a member of the Zhodani Consulate in Detsiaiem Subsector of Far Frontiers Sector in the Province of Iadr Nsobl.

Pie'a is a Small World between 2,400km and 4,000km in diameter. The world has low gravity between 0.1G and 0.17G. The horizon will appear about 2.5km away.

Pie'a has a pressure of less than 0.001 atmospheres which requires the use of a Vacc Suit. TL–8 or more advanced survival gear is required to settle this world.

Pie'a has no free-standing water or ice on the surface. Wilderness refueling isn't possible on this world. Water for the inhabitants needs to be imported and extensively recycled. These worlds are classified Desert World or a Hell World depending on their atmosphere.

Pie'a has a Class C Starport, an average quality installation which features amenities including unrefined fuel for starships, some brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing maintenance and other kinds of repair. Ports of this classification generally have only a downport, unless this is a trade port or system with an hostile environment mainworld.

  • This is a Nonindustrial World, too small to support the complete chain of production of most goods from start to finish.

World Government (G)[edit]

Pie'a is governed by an Impersonal Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy dictates government policy and its execution. Government leadership is reduced to little more than figureheads and does not select the bureaucracy leadership or its members.

The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.

World Law (L)[edit]

Pie'a has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).

Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.

  • Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
  • Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
  • Insane crime is a general heading for most major crimes against property or individuals.
