Plentiful and unique native life exists here. Great forests and vast swamps make some regions unsuitable for human habitation. The local flora and fauna are strange enough that Imperial scientists have made the long trip out to Mensure on many occasions. Each trip finds yet more unknown species.

World Starport[edit]
Mensure has a Class D Starport, a poor quality installation which has few of the expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of only a downport, unless this is a trade port or system with an hostile environment mainworld.
Urbanization[edit]
Construction on Mensure uses a lot of natural materials and processes, as does its atmosphere processing. The locals have learned to use local plant life to provide many of the benefits of hard technology, giving their cities a strangely "organic" look.

Mensure is small but dense, and rich in heavy elements. This might have been the reason for the initial settlement, though the world has been at only TL-5 for centuries.

Mensure is governed by a Charismatic Dictatorship. Charismatic governments justify their ability to rule by simply asserting their right to rule. Charismatic dictatorships are typically young governments, coming as a recent change, and rely on the leader(s) to supply head of government.
Given that the exotic atmosphere is harmful by Humans, it is no surprise that society is rigidly controlled. Overall authority rests with the High King, who is represented by Citykings and their subordinates. The positions of Cityking and High King are sacrificial roles. A person (who despite the title can be of either sex) rules for a time, then is ritually killed.

Mensure has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).
- The strict laws are seen as necessary by most of the population. Mensure has a death penalty for many crimes, unsurprising given the population pressure on-planet.
