Lirshe is an icy, non-agricultural and nonindustrial vacuum world, whose surface is ice-capped and with nearly all of its water frozen and warranting hazardous environment precautions.

Imperial Landed Nobility[edit]

Lirshe, as a member world of the Third Imperium has a member of the Imperial Landed Nobility who acts as an Imperial representative to the world.

World Starport[edit]

Lirshe has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

World Technology Level[edit]

Lirshe possesses a Technology Level of TL–10 or TL-A in Hexadecimal Notation.

World Government[edit]

Lirshe is governed by a Representative Democracy where government leadership is by representatives elected by eligible voters. What determines an eligible voter varies. The representatives determine policy, including selecting members of the bureaucracy. There can be referenda, votes by eligible voters on specific subjects. There are three branches of the Government, the Executive Council, the System Assembly, and the Judiciary. The Executive Council has a Speaker who is the Head of Government, the Head of State is the Imperial Knight for the System, currently Sir Michael Roverse. Each member of the Council also heads a Ministry, such as Defense, Treasury, Agriculture, etc. The Assembly is bicameral, the Representatives who propose laws and the Senate who can only veto them. A Senate Veto can be overridden with a 70% vote of the Representatives, but it only takes a 51% vote by the Senate to prevent a law. All Ministry Regulations can only be in existence for one year, then they must be turned into a law by the Assembly, or they become null and void. Judges must not only must have a law degree, but also work experience as both Prosecutors and Defense counsel. All Public Officials are limited to serving two terms in Office.

World Law Level[edit]

As Lirshe is a Vacuum World, environmental regulations and public space monitoring make everyone very safety conscious from a young age. Ownership of Firearms is generally prohibited, except service issued or retiree weapons, which are to be kept in one's residence, or transported only in locked cases to training facilities. Bladed weapons are generally fine, as are personal stunning weapons, though many Businesses post they are not allowed, especially drinking establishments. Lirshe is pretty open minded as far as "Adult Zones" such as the Startown or Adult only Pubs, etc. There is also a very strong "Your Home is your Castle" belief with Warrants being required for searches. While the Wardens are primarily environmental, medical, and SAR focused, they receive basic LE training to augment the Marshals and do have limited Arrest Powers.

World Military[edit]

The Lirshe Militia has four major arms under a combined general staff. The Arms are the Spacers (navy), Troopers (marines), Wardens (emergency services), and Marshals (law enforcement). There is also an elite special forces regiment known as the Lirshe Rangers who answer to the Council directly. In exchange for tax benefits, a number of recognized independent mercenary organizations have training facilities in the system that would make themselves available to the Militia as Auxiliaries upon request. There are some 90,000 active duty and another 200,000 Reservists in the Lirshe Militia. At any given time there are nine to twelve thousand Mercenaries in system, many of them Administrative or Training Cadre from around 20 different Firms.

World Economy[edit]

Lirshe is a major ship refurbication system for smaller independent merchant line Fleets. The Class B Starport specializes in life extension and purpose conversion work at very reasonable rates. This helps lower import costs for the system as many ships carry one last cargo into Lirshe before going into the yards. Many Mercenary companies also use the yards for their needs, in conjunction with the many training facilities they have in system. Three different firms make fighters, shuttles, and armed small craft that are bought by independent mercenary and shipping companies. A lot of Free Traders are bought and sold in Lirshe as well at the "Firefly" Sales Orbital.

Lirshe leverages their ship refurbishment industry into all areas of their economy. Robust, affordable, and reliable technology is the hallmark of the system's economy. Many Imperial and Merchant service Retirees come to Lirshe for second careers improving and maintaining what was "High Technology" when they first entered Imperial Service. Lirshe does not tax pensions, and allows very generous settlement credits for immigrants who are flagged as having valuable skills. Lirshe also has a small but deeply respected medical segment of their economy, as many of the Imperial Retirees have long term health issues related to their service.

Trade Data[edit]

Lirshe is a strong exporter of common electronics, machine parts, weapons, vehicles, robots, and cybernetics. Advanced vehicles, electronics, and weapons are also available on a more limited basis. Lirshe is a strong importer of common consumables and luxury goods.

World Demographics[edit]

Lirshe has a system population of just over nine million. Roughly one million live in the orbitals, seven million on the planet proper, and another million as Belters or at the Gas giants. Some 10% of the population are non-human, with many species being represented. There are Aslan enclaves on the Planet and one Company of the Lirshe Rangers is all Aslan.

World Culture[edit]

Lirshe was originally a major Imperial Fleet maintenance depot. The population is extremely pro-Imperial, but also fiercely independent when it comes to local sovereignty. With Lirshe's strong space faring orientation, the culture is very cosmopolitan and diverse. Lirshe Hospitality University graduates are in high demand as Stewards by Merchant Lines. Enlistment into the Imperial Services for a term is a very common choice by young people, and many Reservists in the Lirshe Militia are in fact Imperial Veterans. There are a wide range of family structures and faiths present in Lirshe society. For being so pro-Imperial, Lirshe is strangely not anti-Psionic, with a number of "mystical" traditions being present in mainstream Society. Lirshe has thousands of small technology businesses, and is very pro-capitalistic. Near Monopolies are watched very closely by the Government, but intervention is rare except where corruption is suspected. Many festivals are intentionally non sectarian and whimsical, for example the annual geese juggling Olympics.
