Ksoekhtse forms one end of the Cheaters' Route, extending across barren words and a small rift to the Solomani Preserve. It has long been a stable (for a vargr world) trading partner and reliable provider of any high technology items the Preserve has been unable to manufacture for itself. When the Empress Wave hit, Ksoekhtse managed to hold on to its technology better than the Preserve, though it suffered substantial depopulation - not that it was a high population world to begin with.
