Civilization on Gar is based upon steam power, and the major cities are linked by long railroads permitting reliable, if slow, travel. However, most goods move by sea, and dirigibles are commonly used in rugged areas where the creation of a rail link has proved unviable.

- The current dictatorship on Gar has its roots in a bureaucratic system created centuries ago, which was gradually hijacked by mercantile concerns. An attempt by “loyalist” military personnel to free the governmental system from commercial domination resulted in a backlash that made the mercantilists even more powerful. In time, this dominance was cemented and made legal fact by the creation of a dictatorial position, the Elector.
