The governments in Arcturus maintain three Naval bases and one Way station. The average technology level is 11 (with most between 9 and 13). The highest technology level is 14 at Scandia (Solomani Rim 2628), Anenerkuk (Solomani Rim 2723), and Kurland (Solomani Rim 3029).
