Emilia has a Class D Starport, a poor quality installation which has few of the expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of only a downport, unless this is a trade port or system with an hostile environment mainworld.

Emilia has a Captive Government or Colony. The world is ruled by an external government, there is no self-rule. This is a colony or conquered area. The local government is an oligarchy appointed by, and answerable only to, the external government.

Emilia has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).

World Culture

Emilia is surprisingly and depressingly different from Massina in that it is very primitive. Massina apparently has taken control of the original society here as an act of charity, but nonetheless "allows" its people to still plow fields using animal or even human-muscle power as they have for centuries.

Emilia actually refers to the patron goddess of their world's people, and each city or town maintains a temple to her, which often include truly gifted artworks.

The Massinan govenor and staff are working with urban leaders (Bischofs, Landsman, and Weppanor) to introduce both scientific knowledge and technologies at a controlled rate, but there is significant cultural pushback.

Urbanization

Permanent government or religious structures are solidly build stonework with basic arches and "flying buttresses". Common structures use wood and mud-brick. Most common flooring is dirt covered with clean, dried grasses.

Urban areas typically have a road "stream" in the middle of the roadway to allow runoff to carry sewage wastes out of the town. There are sometimes bridges over these streams. The current exception is the "capitol" where the Hobischof is overseeing the installation of relatively modern (T-6?) drainage and sewage lines.
