The name "Council of Heads" is a best-guess translation from a local dialect. It may refer to heads of families or of corporate bodies. Little is known for sure; the worlds of the Council are insular and unwelcoming. Attempted trade runs by inhabitants of the Estuary Cluster have typically been rejected.

Government & Politics

The Council of Heads is a Federation characterized by a low degree of governmental centralization and a weak bureaucracy that gives a high degree of sovereignty (freedom) to local (planetary) governments and sometimes suffers from a poor ability to create unified policy. The Council of Heads government is usually classified as an Association, a type of Federation.

The polity's capital is at Basset, with a small enclave on Knot. The majority of the population live on Schepehyrd, in a mid-tech agricultural society which enjoys little of the high technology produced at Basset. This high tech is also unknown in the nearby Estuary Cluster, as most trade attempts are rebuffed.
