Velva is a nonindustrial vacuum world, which warrants hazardous environment precautions.

  • Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
  • As a nonindustrial world, it requires extensive imports of outside technology to maintain a modern, star-faring society. The need to import most manufactured and high technology goods drives the price of these goods up in the open market.
  • It is a Non-Aligned world dominated by human sophonts located in the Four Corners Subsector of Vanguard Reaches Sector.
  • This world-system has a Naval Base, usually associated with military starships, which may be located on or off-world.

This system is located where the Serpent Trace meets the Diadem Main.

Velva is a moon of the gas giant Paanee.

The system is less than half a billion years old and relatively metal-rich. The long-term stability of many of its planets' orbits is in doubt.

History & Background (Dossier)[edit]

Velva was an outpost of the Diadem Main, established in a joint venture between Baixing and Circulus. Envisioned as little more than a starport and naval base, it has become the administrative hub supporting prospecting and small-scale manufacturing across the system.

World Starport[edit]

Velva has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

  • The system's naval facility began as a module of Velva Highport but has since moved most of its operations to a fortified base on the neighbouring moon of Kensi.
  • Velva Highport is a well-maintained facility with full service capability. If it had a shipyard capable of constructing starships it would easily be rated a Class-A facility. Its bays can accommodate ships of up to 10,000 tons for full maintenance overhauls and repairs.

World Government[edit]

The corporation that operated the port suffered bankruptcy during the 700s, resulting in the government of Circulus acquiring its remaining assets in 781. The government-run Velva Port Authority remained chronically underfunded, but Circulus was unwilling to sell the operation to either Baixing or Harmony. In 934, Baixing, fearing a possible take-over by Harmony, offered Circulus more than fair value for the system and its assets in return for joint control and the promise of investing in new facilities. Circulus accepted and the Velva Cooperative Authority has governed the system ever since, with equal board representation from Baixing and Circulus. Professional managers are hired and approved by both governments.
