World Starport[edit]
Shtaefia has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

Shtaefia has a population of 50,000,000,000 sophonts (tens of billions).
- High Population Worlds like this tend to have huge consumer markets.
- The population is almost entirely Zhodani.

World Government[edit]
Shtaefia is governed by a Charismatic Oligarchy, like a charismatic dictatorship in that a larger group has asserted their right to rule. The group will likely have better rules of succession than a single dictator and may last longer, or may transition to a non-charismatic dictatorship.
The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.
World Law Level (L)[edit]
Shtaefia has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. Most worlds with this law level may be an Amber Zone or Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). All aspects of life rigidly controlled with disproportionate punishments for even minor legal infractions. There is no difference between the police and the military. This world is a full-fledged police state. Oppression is legalized, though not routine.
Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.
- Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
- Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
- Insane crime is a general heading for most major crimes against property or individuals.
World Culture[edit]
The Zhodani Consulate promotes the belief system of Tavrziansh, Morality's Path.
