ca 4901AD to 5200AD: The Scybrian Settlement was a development organisation concerned with the general improvement of the central coreward parts of the Distant Fringe, under Scybrian governmental oversight.

Description (Specifications)[edit]

Scybria found itself stuck between Outworld Development and Tal Varisan Development and competing with both. Particular sources of conflict were the Nist cluster and the Rissa Gateway region. Its core areas became the Scybrian Polyarchy.

An organisation that considered itself to be surrounded on all sides by enemies. It tended to react with hostility, rather than negotiating. It had a particularly effective security force. It gained a bad reputation for brutality.
