Koavrivr is a high-population, pre-rich garden world with a billion or more sophonts, and a near-ideal utopian environment conducive to most sophont life, but still lacks adequate population to expand its economy to a rich status.
- Its economy and population are rapidly growing and living conditions are expected to quickly rise barring outside forces.
- It is a member of the Zhodani Consulate in the Province of Iadr Nsobl, in the Zdiadlevepra Subsector of Ziafrplians Sector.
- This world has a Zhodani Base, which has similarities to an Imperial Naval Base.
Description (Astrography & Planetology)[edit]

History & Background (Dossier)[edit]
This garden world is noted for extremely abundant natural resources; unsurprisingly, it has become a hub of activity and a major contributor to the Consulate.
This is nonetheless an Unabsorbed World (equivalent to Amber Zone); claimed and governed by the Zhodani Consulate but not absorbed into the mainstream of Zhodani culture.
World Starport[edit]
Koavrivr has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.
World Population (P)[edit]
Koavrivr has a population of 2,000,000,000 sophonts (billions).
- High Population Worlds like this tend to have huge consumer markets.
World Demographics[edit]
Of its 2 billion inhabitants, around 10% are Addaxur. Most of the rest are Zhodani, with small, statistically insignificant numbers of Clotho, Droyne, and other races.
Linguistic Topography[edit]
- Zdetl, the common language of the Zhodani Consulate.
- Addaxur language (minority use)
World Technology Level[edit]
Koavrivr possesses a Technology Level of TL–11 or TL-B in Hexadecimal Notation.
- Common Communication technologies for this TL include: Holovision, Personal Global Communications, and advanced Translators.
- Common Power Generation technologies for this TL include: Increasingly advanced fusion plants and advanced fuel cells.
- Common Transportation technologies for this TL include:
- Land, Water & Air: Personal G-Tubes and advanced gravcraft.
- Space: Advanced interplanetary spacecraft (System Craft).
- FTL: Jump Drive-2.
World Government[edit]
Koavrivr is governed by a Non-charismatic Dictatorship. This is a continuation of the charismatic dictatorship, where the original leadership has died or retired and been replaced by allies or protégés. The justifications for the original change in government remain as well as the assertion of rights to rule.
The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.
World Military[edit]
An Unabsorbed World is not usually permitted to maintain armed forces (other than police).
World Law (L)[edit]
Koavrivr has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. Most worlds with this law level may be an Amber Zone or Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. There is no difference between the police and the military. This world is a full-fledged police state. Oppression is legalized, though not routine.
Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.
- Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
- Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
- Insane crime is a general heading for most major crimes against property or individuals.
World Economy[edit]
The currency of the Zhodani Consulate is the Abradlnad.
