The independently-minded Khastok residents do not live as well as most of the Rukadukaz Republic, most of whom live at TL-14 levels (indirectly or directly subsidized by the world of Ikon (Empty Quarter 1602).) On the other hand, their economy is not as tightly bound to Ikon as the rest of the republic, either.

World Starport[edit]

Khastok has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

  • Vargr starports reflect the variety of Vargr architecture, with many disparate styles of building, each having their own unique ornamentation and gaudy colour scheme, and all competing for the attention of the onlooker. Emblems for the major shipping lines and port facilities abound.

Urbanization[edit]

Vargr cities are lively and chaotic, full of garish colours and loud noises. Streets are packed and buildings press together. Vehicle traffic is fast and chaotic; the accident rate is low only because of superior Vargr reflexes. Zoning codes are rare, and districts jumble together.

Khastok possesses a Technology Level of TL–11 or TL-B in Hexadecimal Notation.

World Government[edit]

Khastok is governed by a Civil Service Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy, and the bureaucracy provides a stabilizing influence. This ruling bureaucracy may be the full government bureaucractic apparatus or a section with limited jurisdiction but considerable influence, like the military.

  • On Khastok reside several 'honorary Imperial consuls' -- some Human, but most Vargr -- who may be able to provide last–minute support and advice for Travellers and the diplomatic teams. Travellers who are wise in the ways of the Vargr ask some of the Vargr functionaries to join them in the negotiations.

World Military[edit]

Pirate risk: Like in much of the Vargr Extents, pirating is just a fact of everyday life. Because of the strong Vilani influence in the Rukadukaz Republic, local pirates are properly organized and structured, with 'fees' and 'tariffs' publicly posted on the Net, local interstellar trading houses, and starports. While just about every trader gets a haircut, nobody gets hurt -- unless you put up more than a token fight, and even then the reprisal tends to be restricted to "an eye for an eye" level, rather than merely lawless reprisals. ("A life for an eye, a life for a tooth, and ten lives for a life" as less civilized Vargr put it.)

Major events that have affected this world and the wider region that it lies within include the following:

  • -1711: Near the end of the Vargr Pillaging, the proto-Ovaghoun conquer the world of Ikon.
    • Over time, the local Vilani culturally overrun their Vargr overlords, reshaping the Ovaghoun Vargr into a distinct, almost hybridised culture.
  • -55: The Mmoannikh Accords between representatives of Logaksu Vargr and Ovaghoun Vargr societies ends a series of conflicts between the two cultures.
    • The Accords are rejected by the central Ikonaz government, leading to a shattering of the unity of the Ovaghoun.
  • 175-191: The Julian War, which sees numerous attacks on Ikon, all of which fail in breaking the homeworld of the Ovaghoun.
  • Circa 723: The Association of Good Wolves, the current government of Ikon, encourages the emigration of the working (i.e. Irilitok Vargr) classes to other, nearby worlds -- going so far as to subsidise 70% of the cost involved.
  • Circa 937-940: The Fellowship of Nobles, the current Ikonaz government, collapses.
  • 942: The Julian Protectorate and the Hegemony of Lorean formally sign the Treaty of Var-Inaka (restricting naval basing) and the Julian Concord, incorporating the Hegemony into the Protectorate.
    • The Rukadukaz insist upon a 'buffer zone' of neutral systems between their territory and the Loreans.
