History & Background (Dossier)[edit]

The subsector was initially settled by Vilani refugees from the First Imperium, and a Vilani dialect continues to be the primary language on Khagish.

By 300 the Third Imperium had absorbed this major world and its remnant Vilani populations.

With an exploding population and poorly managed resources civil unrest has meant the ruling religious party of Khagish has had to declare a state of emergency. Enacting emergency powers to restrict access to weapons and restricting civil liberties, they are attempting to head off the possibility of armed or violent protests by the disgruntled population. The Imperial scout base on the planet has increased its security and recently sent a request to increase staff levels to maintain its duties in the subsector.

Imperial High (Landed) Nobility[edit]

Khagish, as a member world of the Third Imperium, holds the estate of an Imperial Landed Knight who acts as an Imperial representative to the world, and the estate and fiefdom of two members of the Imperial Landed Nobility, who oversee affairs regarding the world at an Interstellar and Imperial level.

World Starport (St)[edit]

Khagish has a Class D Starport, a poor quality installation which has few of the expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of only a downport, unless this is a trade port or system with an hostile environment mainworld.

World Population (P)[edit]

Khagish has a population of 7,000,000,000 sophonts (billions).

World Languages[edit]

A dialect of Vilani remains the primary language.

World Technology Level (T)[edit]

Khagish possesses a Technology Level of TL–6.

World Government (G)[edit]

Khagish is governed by a Religious Dictatorship. The leadership of the government is another form (democracy, dictatorship, oligarchy). There is a powerful independent organization, the state religion, which has influence or direct control of the government. Like the bureaucratic governments this may simply be a strong influence with a secular government, be direct influence by virtue of controlling who may be in the leadership, or be a direct theocracy where the church leadership and bureaucracy is the government.

World Law (L)[edit]

Khagish has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A world with this law level may be an Amber Zone or a Red Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors). Civilian movement is rigidly controlled. On worlds with this degree of law, it is difficult to distinguish the police from the military. On others, there is no difference.
