Chench is governed by a Participatory Democracy where eligible voters determine laws and policy. What determines an eligible voter varies. The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.

Chench has a moderate level with laws covering many areas of government and interaction.
