History & Background (Dossier)[edit]
The Carter Technocracy has a narrow technological edge over most neighbouring systems. Its corporations supply military starships and weapons to many non-aligned Human and Aslan worlds within eight parsecs of Carter.
- Carter is home to the Carter Technocracy Fleet (CTF) and is the construction site for the Nemesis Class Destroyer.
World Starport (St)[edit]
Carter has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

Carter is governed by a Charismatic Dictatorship. Charismatic governments justify their ability to rule by simply asserting their right to rule. Charismatic dictatorships are young governments, coming as a recent change and rely on the leader(s) to supply head of government.
While theoretically a representative democracy, the Carter Technocracy is actually dominated by a single political faction, the Industrialist Party, which supports a libertarian platform and holds seats on the boards of all important corporations. It is therefore categorized as a dictatorial government.
