Shan is a poor, nonindustrial desert world with no free-standing water.
- It requires extensive imports of outside technology to maintain a modern, star-faring society. Having to import most manufactured and high tech goods drives the price up for these items at this world.

History & Background (Dossier)[edit]
Shan was first settled by Solomani, specifically East Asian people from Terra, in -2396 (2122 Solomani Calendar). The world was far more amenable to Human life at the time. Continued exploitation of resources and changing planetary environmental conditions have rendered it barely habitable at present.
A reasonable analogy might be that Shan has become a "ghost town" planet.
World Starport[edit]
Shan (CM 2605) has a Class E Starport, a frontier quality installation with few expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of a downport.
- The previous A-class starport has closed and there are no operations at its location currently. It is still used as a landing site, however. Ships landing have to contend with creeping sand dunes and the poor and sometimes dangerous condition of the remaining facilities.

Shan (CM 2605) is governed by a Feudal Technocracy. Society divides itself based on the technical requirements of the society. Each of these functions are granted as a fief to an individual or group. Leadership of these fiefs determines the head of the government.
Each Mercantile Concord member system forms a political faction. Alliances between member systems occur and dissolve regularly as the political and economic fortunes of each changes. While member systems will quickly unite against an external threat, internally they are prone to intrigue, disunity, even warfare.

The various worlds, corporations and shipping lines of the Concord have their own security, military and naval forces.
World Law (L)[edit]
Shan has a high law level with laws covering many areas of interactions of people, corporations, and the government. A few worlds with this law level may be Amber Zones. Any interaction with the judicial system requires an Advocate trained in the local legal system. Law enforcement is present almost everywhere, either as people or via technology. Legal proceedings can take weeks to months to resolve and involve a dozen or more people. All objects specifically manufactured as weapons are typically regulated or prohibited (outside private residences or visiting starships).

The economy today is largely based on tourism and archaeology. Sale of antiquities is a major income source. The A-class starport has been closed due to lack of funding and use, although the landing areas are still exploited. No facilities are available at the site currently.

Shan has extensive ruins and abandoned sites from antiquity, like many Mercantile Concord worlds. The Classic period Shan ruins are some of the best preserved within the Concord and can be pricey to visit, as government permission and permits are required.

When Shan was first colonized by Solomani settlers the world was closer to a type 5 (thin) atmosphere and there was about 30% hydrographic coverage. The planetary environment over the last 3,000 or so years has degraded to where it is listed. With that loss of water and atmosphere the population fell and the economy crashed.
