Foelen has a population between 10,000 and 10 million sophonts, lacking the industrial base to be completely self-supporting. This world is designated an Amber Zone with an environment, laws, customs, life forms, or other conditions make it dangerous to visitors. The governance of this world is from Clan (Spinward Marches 1103). It is a member of Zhodani Consulate in the Jewell Subsector of Spinward Marches Sector and in the Province of Iadr Nsobl. This is the homeworld of the Chokari, a Minor Race. They are 40% of the world's population. 20% of the world's population is the Uplifted Race Dolphin. In the Zhodani Consulate this world is known as Tlaqril.
Astrography & Planetology
Despite a very thin atmosphere and chilly climates, Foelen has a well developed ecosystem. Foelen is 80% covered in oceans, with little land that is particularly habitable; low-lying areas are swampy whilst most inland regions are steep and rocky. There are some regions suitable for major land-dwelling habitation but most of the population dwell in the coastal areas or the seas themselves.
Around 20% of the 9 million or so inhabitants are intelligent Dolphins, whilst another 40% belong to a humanoid minor race called the Chokari. The remainder are mostly humans of Zhodani extraction

History
Foelen is a part of the Riverland Cluster. The population of Foelen is overseen by Clan (Spinward Marches 1402).
Milieu 1120
Foelen has long been a contact world between the Vargr and the Zhodani. The major raids of 1119 came as a shock to the Zhodani and cost the lives of over 500,000 of their kind. Since then the world has gained the protection of a Consulate cruiser squadron; this gives the system its Amber Zone rating.
