Planetary Engineering
Planetary Engineering or Environmental Engineering is the ability to manipulate the environment on a large scale.
- This is often referred to as Terraforming i.e. making the environment more like Terra, which in practical terms means an oxygen-nitrogen atmosphere with a temperate climate conducive to conventional life.
- Some also call it bioforming.

History & Background (Dossier)
Large scale engineering usually starts with changes to the areas where people live: Cities. Some early tech make use of natural forces to effect change, such as diverting rivers. Other major engineering projects can include closing inlets, or creating water passages across narrow land areas.

TL-8 Planetary Engineering
At tech level 8 limited weather control is available, and seismic prediction is reliable, which allow for minor planetary changes (such as altering rainfall).
TL-12 Planetary Engineering
At tech level 12 major terraforming (1000's of square km) is possible due to increases in global weather control and limited seismic control).
TL-15 Planetary Engineering
Complex Terraforming of continental regions is possible at TL 15 with reliable seismic control.
TL-16 Planetary Engineering
Global Terraforming of Hostile worlds (e.g. Astmospheric changes - converting Insidious atmosphere to standard) becomes available at TL 16.
TL-17 Planetary Engineering
Total terraforming appears at TL 17 and beyond. Total terraforming involves complete transformation of a world’s basic environment to a radically different basic environment of one’s choosing For example, transforming a barren vacuum world to a lush, rich world with a dense atmosphere is total terraforming. Some of these changes may not be sustainable without technology in the very long term (thousands of years - i.e. a smaller planet would not have the gravity well to retain various atmospheric gasses over the long term).
TL-18+ Planetary Engineering
At higher levels, even planetary bodies or stars can be moved.
