Those populations of the Cluster that survived the Voyagers and the Dark Age became regressed and insular. Their development and loyalties were a constant source of conflict between Outworld Development and Scybria.
The Cluster was the major ally of the Scybrian Polyarchy during the Scybrian Wars. It was repeatedly fought over and many of its worlds still bear the physical scars of that conflict. It remains as a culturally distinct and fiercely independent region.
