Tlanshelen is a nonindustrial water world, which has 90% or more of its surface covered in an ocean of water.
- The inhabitants of this world live on the roughly 10% of exposed land mass, in underwater colonies, on city ships, or similar arrangements.
- As a nonindustrial world, it requires extensive imports of outside technology to maintain a modern, star-faring society. The need to import most manufactured and high technology goods drives the price of these goods up in the open market.
- This is a "high technology" world with technology achievements at, near, or above the standard for Charted Space.
- It is a member of the Zhodani Consulate in the Province of Iadr Nsobl, in the Abishiaz Subsector of Ziafrplians Sector.
- This world has a Naval Base, usually associated with military starships.
- This world has a Military Base, usually associated with military ground forces.

Tlanshelen has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

World Government[edit]
The colonies on this world were founded by a group of Intendants in the 730s, who wanted to leave the stressful life of the subsector administrative capital on Shtia’ial (Ziafrplians 1504). They agreed that all colonists must come strictly from the Intendant class. As such there no Prole families on Tlanshelen, and those Intendants who become Nobles don't exercise their status while on world. There has been talk of forming a world government, but this would be the very thing the founders wanted to leave behind.
World Government[edit]
The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.
World Military[edit]
World Law[edit]
Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.
- Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
- Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
- Insane crime is a general heading for most major crimes against property or individuals.
World Economy[edit]
The currency of the Zhodani Consulate is the Abradlnad.
