The Reformation Coalition (1201-?) is a Human interstellar state centered in the Old Expanses Sector.
Goals[edit]
The Reformation Coalition is dedicated to the proposition that all former member worlds of the Last Imperium must be reunited under a new interstellar government, free from the malignant flaws which doomed the Imperium to its murderous Final War and ultimate collapse.
The goals of the Reformation Coalition were:
- The reestablishment of an improved Fourth Imperium
- The defeat of the Virus
History & Background (Dossier)[edit]
The Reformation Coalition is a successor to and development from the Dawn League, an interstellar trading consortium which was created with Hiver technical assistance. The Dawn League was dissolved and replaced by the Reformation Coalition when it was discovered that a more aggressive policy was required to re-open contact with the isolated xenophobic worlds in the surrounding Wilds. A key trigger in this was the disappearence of the twelve trading ships sent out by the Dawn League to establish relations with surrounding systems. All of them were labeled overdue and presumed destroyed or missing after they missed their deadline for return. By 1202 the fate of a number of ships could be determined by Coalition follow-up missions, but a large number of ships still remain missing.
Government & Politics (Leadership)[edit]
The Reformation Coalition was a feudal Confederation characterized by a low degree of governmental centralization that gave a high degree of sovereignty (freedom) to local (planetary) governments and sometimes suffered from a poor ability to create unified policy. It's central government is located on Aubaine and headed by the Secretary-General. He doesn't hold a lot of formal authority, being confined to representative duties, but wields informal authority and controls the growing beauraucratic machine of the Reformation Coalition Service Administration (RCSA), as well as the ressources of the RC Exploration Service (RCES). The Coalitions limited legislative authority is wielded by the Assembly on Aubaine. Each Member Planet sends at least one representative to this assembly, who in turn elect the Secretary-General. The authority of the Coalition ends where it's member worlds begin and thus the Coalition does not interfere with matters of the planetary governments.
While the basic values are shared within most systems, the Coalition is nonetheless subject to intense factionalism between two groups with differing ideals concerning the direction the Coalition should be taking. It has resulted in a rivalry between Aubaine and Oriflamme, the two most populus planetes within the Coalition. The Aubani faction has embraced the current structure of federalism, arguing that the Coaltion should interfere as little as possible in internal affairs of it's member worlds. Oriflamme leads the Centrist block proposing a more unified structure with a strong central government. A core question that this is linked to this is the speed, manner and direction of expansion of the Coalition. Many other issues fall along this fault line.
Technology & Trade (Economy)[edit]
During Hard Times many Coalition worlds were hit hard by Virus and other catastrophes. As a result the overall tech level in the region declined dramatically. As a result only Aubaine retains a shipyard with the ability to produce and repair major starships. Most ships as well as other high-tech technology are relics of the empire, as the Coalition recovers from Hard Times. The two most technologically advanced systems are Aubaine and Oriflamme.
Military & Intelligence (Force Projection)[edit]
The Coalition controls a small dedicated Navy (RCN) and Marine Corps (RCMC), all recruited from the forces of member worlds. Both forces are small in size. The RCMC consists of three brigades of which one is operated at cadre strength, while two others are full strength units. First and 'Spearhead' Brigades are recrited primarily from Aubani and Oriflammen forces respectively, while Third Brigades recruitment is open to citizens from any system. Because of the scarcity of ship ressources, the Coalition has opted to forego dedicated ships oriented towards one mission type, relying on smaller multi-mission sloops like the Victrix-Class. The true Swiss Army Knife in the arsenal of the Coalition are the Aurora-Class Clipper and its later evolution, the Belladona-Class Exploratory Cruiser. Using Clippers provides the obvious advantage of adaption. After finishing a trade mission in the Wilds, the same clipper can be outfitted to conduct a military operation before being refitted with different modules to provide humanitarian aid. Later additions to the Coalition are the Lance and Fusilier-Class Destroyers, as well as the Leviathan-Class Assault Transports.
In addition the RC operates an Exploratory Service which operates outside of coalition territory, conducting operations in the Wilds. It draws on Navy and Marine Corps ressources as well as specialized personnel ranging from intelligence agents through farmers and technicians to university personnel. It specializes in targeted strikes and support operations of local allied factions owing, again, to the lack of ressources for major military campaigns. At its most violent and open the RCES, also named 'Star Vikings' would conduct Smash-and-Grab (SAG) Raids to capture equipment, databases or information.
Coalition doctrine is a direct consequence of the scarcity of ressources. In order to use them most effectively extensive intelligence gathering is used to identify weakpoints or worthy targets. The next key element in RC doctrine is shock. By exploiting the element of surprise Coalition forces intend to minimize casualties while maximizing results with limited use of force. Similarly force concentration also aims at these results. Lastly, RC doctrine emphasizes the neutralization of enemy ressources instead of the outright destruction, either by command paralysis or technological neutralization. The most important directive however is force preservation.
