Oegaeng has a Class C Starport, an average quality installation which features amenities including unrefined fuel for starships, some brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing maintenance and other kinds of repair. Ports of this classification generally have only a downport, unless this is a trade port or system with an hostile environment mainworld.

Rar Errall is unusual in the Julian Protectorate for being a one-species state. The entire population is Vargr, with Urzaeng Vargr making up a significant majority. These Vargr are generally descendants of refugees from Gashikan and Trenchans.

Urzaeng are unusually territorial for Vargr, and their settlements reflect this, being far less packed and chaotic than those of mainstream Vargr.
- The Urzaeng have a disdain for weakness. Runts, elderly, and the chronically ill are usually collected into separate communities. Someone with a temporary illness is wise to seclude himself from the public until he recovers.
