New Challenge has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

Alternatively, the organization may be a more typical government apparatus, only with positions of power inherited.
The Humans of New Challenge are ruled by their City Managers, who report to a central governing body at the capital, Endeavor.
The Orca are mostly considered to be citizens of the world government, though they maintain their autonomy and co-operate freely rather than out of necessity.
Each system in the Loyal Nineworlds Republic has a locally established system of government and is also represented in the Loyal Nineworlds Senate on Ourland as a voting member of the Republic.
