Taking advantage of the huge subsidies available from the District 268 Development Project, the company flourished at first, covering the surface of Forine with domes and making huge profits in the process.

• In 952, the company resolved to seek new markets and tried to solicit contracts for domes on inhospitable worlds inside and outside the Imperium, both from worlds already settled and from wealthy utopian groups that wanted a world of their own and had to look to empty worlds that were empty because they were inhospitable to get one. To attract customers (and to get more money from the development project) the company erected demonstration domes on several nearby empty worlds, such as Elixabeth and Talchek in order to show that it was fully capable of handling a wide range of problem worlds.
• In 960, the Imperium closed down the development project, causing a widespread depression and throwing many companies, including Firmaments Unlimited, into bankruptcy. A group of major stockholders managed to emerge from the wreck with a small holding company registered on Glisten which held title to the domes on Elixabeth and Talchek. Forine argued that since the colonists that inhabited the two domes were mostly from Forine, the two worlds rightly belonged to it, but the Imperium ruled against it.
