History & Background (Dossier)

The money that Kernal earns is well invested, and the local standard of living is higher than the listed tech level would otherwise imply. Because of Askigaak's dominance in their economy, Kernalians spend most of their leisure time immersed in that world's arcane politics, and actually make some attempt to influence events on that world. In the past the locals have done some outrageous things, and they usually appear even to their neighbors to be hicks who are aspiring to a level way above their proper station. Nonetheless Kernal's population understands Askigaak's insular culture better than any other world in the subsector, and often helps smooth over ruffled feathers. The Yafizethe are noted for their grasp of complex political matters.

In recent years the population has come under the influence of the Shui-he Movement on nearby Shen-Yang and the local culture is beginning to alter in a fundamental way.

World Starport

Kernal has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

World Population (P)

Kernal has a population of 30,000,000 sophonts (tens of millions).

World Demographics

The world is notable as the homeworld of the diplomatic Yafizethe, a Minor Race. Except for interstellar workers, the population of their nations is made up of Yafizethe only, though they share their world with a human nation. The Yafizethe have recently completed the consolidation of their world from a number of competing states. The long unification process resulted in a class of skilled diplomats[2], negotiators and lawyers, collectively called peacemakers, whose skills are useful on the interstellar scene.

World Technology Level (T)

Kernal possesses a Technology Level of TL–7.

  • Common Communication technologies for this TL include: Early video and early satellite communication networks.
  • Common Power Generation technologies for this TL include: Early fuel cells, solar energy, and geothermal power sources.
  • Common Transportation technologies for this TL include:
    • Land: Improved automobiles, hovercraft, and bullet trains.
    • Water: Hydrofoils and early triphibians.
    • Air: Hang gliders and supersonic jets.
    • Space: Deep space probes and interplanetary spacecraft (System Craft).

World Government (G)

Kernal is governed by a Civil Service Bureaucracy. The leadership of the government is another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy and the bureaucracy provides a stabilizing influence. The bureaucracy may be the full government bureaucracy or a section with limited jurisdiction but considerable influence like the military.

World Law (L)

Kernal has a moderate level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. All firearms except shotguns, and anything more destructive, are typically regulated or prohibited.

Economy

Kernal is a very rich world, thanks to its prodigious output of agricultural products that it exports to Askigaak. The higher surface temperatures and local soils are very suitable for fast growing crop strains, and in the course of a normal year local farmers can produce three or four crops.

Since it is the only world in Star Lane with a sizeable food surplus, Askigaak is heavily dependent upon it to supplement the food its citizens subsist upon. Naturally, local farmers charge premium prices via long-term contracts that lock Askigaak into an oligopolistic pattern.
