This world is a holding of the Toh Republic. The "Republic" is in fact a corporate polity, its space-based personnel taking advantage of thriving preindustrial communities on several closely-situated planets. Ortho is the largest of their "member" populations by far, and the only non-Human.
A worldwide system of "industry" -- networks of Bronze Age production facilitated by the spacefaring Humans -- provides both "soft" political control and grist for a trade in alien curios to outsiders.
