Making sense of the Toh Republic as it appears on Traveller Map -- an interstellar "republic" of pre-interstellar worlds, most of them stone or bronze age with no spaceports? Given the corporate government listing at the two worlds with scout base facilities, I'm assuming some spacefaring agency is the power here, overseeing its little collection of indigenous societies (most of which are presumably lost/regressed human colonies; Ortho is probably the exception).
