Orra is a ring of many small worldlets (planetoids AKA an "asteroid belt"), not capable of retaining an atmosphere or water, and both non-agricultural and preindustrial in nature.

  • These worldlets warrant hazardous environment precautions.
  • Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
  • Despite the challenges of living on asteroid colonies, this settlement is at a moderate population status of over a hundred million, but not yet at a billion sophonts in size.
  • The worldlets are, for the most part, unable to produce quality foodstuffs and must import them.
  • These worldlets are working towards being an industrial world but lack adequate resources to do so. Local leaders are diligently working towards the expansion of this settlement's industrial manufacturing capability.
  • This world is also the overall capital of an interstellar government with the massive extra trade and prestige associated with that role.
  • It is a member of the Worlds of Leader Rukh in the Ruhk Odzuetarug Subsector of Gvurrdon Sector in the Vargr Extents.
  • This world has a Naval Base, usually associated with military starships.
  • This world has a Military Base, usually associated with military ground forces.

History & Background (Dossier)[edit]

Orra is the capital of the Worlds of Rukh. It boasts the highest level of technology in the Ruhk Odzuetarug Subsector.

World Starport[edit]

Orra has a Class A Starport, an excellent quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and other kinds of repair, and construction of both starships and non-starships. Most ports of this classification have both a Highport and a Downport.

  • Vargr starports reflect the variety of Vargr architecture, with many disparate styles of building, each having their own unique ornamentation and gaudy colour scheme, and all competing for the attention of the onlooker. Emblems for the major shipping lines and port facilities abound.

World Government (G)[edit]

Orra is governed by an Impersonal Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy dictates government policy and its execution. Government leadership is reduced to little more than figureheads and does not select the bureaucracy leadership or its members.

  • Corruption is common in the Worlds of Leader Rukh; bribes are made to officials to avoid certain taxes, and charismatic individuals can talk their way out of most potential problems and fees.
  • To reduce any dissident movements within the military, soldiers are paid and treated well.

Timeline[edit]

Notable events affecting this world and the surrounding region include the following:

  • 1069: Several governments unite to form the Gnoerrgh Rukh Lloell (Anti-Rukh Coalition). The leaders of these six worlds in Spurl Subsector have no desire to become part of Rukh's empire; with Rukh's fleet spread over four subsectors the combined forces of the Coalition are able to defend their territories and maintain their independence from Rukh’s influence.
  • 1097: Death of Rukh, in an assault on the Zhodani-claimed world of Khoeghersaeng. The nation continues, after a period of instability.

Later Eras[edit]

During the Rukh war in 1123 it was the site of a brutal attack from Anti-Rukh Coalition from which they have never fully recovered militarily.

  • The worlds of Rukh eventually won, but cannot consolidate to exploit their advantage.

After the war the government became extremely repressive to maintain the 'safety' of the citizens. All life is carefully monitored and tracked to ensure the stability of the environment control systems within the asteroid habitats.

Naturally the local shipyard specializes in asteroid/planetoid hulls.

  • A few squadrons of stealthy asteroid monitors patrol the system.
