Luuar has an unbreathably thin atmosphere and very little surface water. The system supports a population of fewer than 10,000 sophonts. Government control of this world is by an external military force. It is a member of Third Imperium in the Old Suns Subsector of Dagudashaag Sector and in the Domain of Vland. Luuar, as a member world of the Third Imperium, holds the estate of an Imperial knight, a member of the Imperial Nobility charged with overseeing the world. This world contains an Imperial Scout Base, capable of handling Scout Service starships and personnel. During the Long Night this world was named Kiidir Min.

Point of Interest: Luuar Xenoculture Centre

Luuar is a world occupied and run by the IISS. The system was designated as a forward base by the Syleans to serve as contact headquarters prior to the approach and assimilation of the S'mrii and Lancians. Staffed originally with sophontologists, xenobiologists, sociologists and psychologists and other contact specialists, the base helped smooth initial relations between the two races and Cleon’s Imperium.

Now the base functions as a xenoculture specialist centre where information and research on alien races and cultures is held. For many scouts in the Contact Bureau, a spell at the site forms an important part of their training.
