Unusually for a Zhodani world, the Nobles of Fiachi'chr are figureheads with no real power in the government. Their Intendant underlings, Executives, and the most successful Proles at the First Secretary level, wield the real power on Fiachi'chr.

The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.
