IOC = Initial Operating Capability

Description (Specifications)
The IOC is part of the procurement cycle as a new vehicle, ship, or other item goes through initial research, proof of concept, prototyping, and eventually reaches operational status.
A related term is End of Service which is often abbreviated as EoS or nicknamed Sunsetting.
