The various governors of Amshagi province found it useful to encourage emigration to the Karkasha, as Amshagi was already something of a dumping ground for Imperial nonconformists. From its founding, the Karkasha had dispensed with the stifling Vilani caste system. The relatively open social and economic policies offered more opportunity for the displaced Vilani than many of them had back on their home worlds. This also led to the financially successful immigrants encouraging family members from the Empire to cross the border to join them. History and Background[edit]

This cluster was the heart of the Karkasha Surake Danim Zirunek (concise designation "Karkasha"), an independent confederation of Vilani-populated worlds during the First Imperium between c. -2700 and -2480.

The Ziru Sirka never formally recognized the Karkasha, as it never formally recognized any other interstellar state. However they knew of its continued existence. The Karkasha's presence served as a useful buffer against the Infaerrgeng and other assorted Vargr groups that operated in Corridor and Deneb sectors.
